Artifacts and unique items that use the effect but cannot be disenchanted include:

Blessings and Powers

• The Blessing of Julianos provides 25 pts additional magicka
• The Atronach Stone provides 50 pts additional magicka (among other effects)
• The Highborn ability gives Altmer 50 pts additional magicka

Bugs

• In the Italian language version, some Alchemical components have the property of "fortifica Magicka" and others "fortifica magicka". Two components with different spellings of the effect cannot be combined. ^?
