Vulkhel Guard Outlaws Refuge

Vulkhel Guard Outlaws Refuge is an outlaws refuge hidden beneath Vulkhel Guard. The refuge is set up in an elven ruin. The city entrance can be found behind the Temple of Auri-El and the one in the wilderness is located to the southwest of the Eastshore Islets Camp crafting site.

Judging by a playbill, The Cannonreeve's Conundrum, found behind Hazaznaz's stall, it seems that some members of the refuge stage and perform plays in their spare time. Two copies of a forewarning letter, Veiled Heritance - Be Warned, addressed to the members of the Shadow Artisans, can be found in the refuge.
