Qasna at-Toura is a Redguard Star-Gazer who can be found either at Belkarth Bazaar or sitting at a campfire outside the Star-Gazer's Observatory in Belkarth. When spoken to, she will say, "I heard some men talking in the marketplace. They claimed the Iron Orcs are stirring in the northern hills, like they're preparing for something big. I hope it isn't true. We have enough to worry about right now."
