Vinicia Melissaeia

Vinicia Melissaeia, an Imperial noble, is the person responsible for taking all complaints about Imperial City merchants. She also sells the house in the Imperial City for 2,000 gold. She can be found in the Office of Imperial Commerce located in the Market District.

Vinicia wears a set of upper-class clothing, consisting of a red velvet blouse, a red velvet garment, a piece of jewelry, and a pair of gold trimmed shoes. She also carries a silver dagger, the key to the Commerce Office, and a large amount of gold.

Speaking to Vinicia for the first time while in the Office of Imperial Commerce will have her go off on a somewhat depressed tangent: "Vinicia Melissaeia, Office of Imperial Commerce. You got complaints? Of course you got complaints. Who doesn't?" Asking her about the Imperial City will have her continue to ramble on about her job. "You have complaints against merchants here? You file complaints with me. I fill out lots of forms, which go to a lot of people who ignore them. So what else did you expect? Justice? Go to the Chapel. Talk to Zenithar. He'll take care of everything." Asking Vinicia about local real estate available for purchase will have her express her surprise about your inquiry: "Why? I mean... of course. All I have available right now is a hovel on the Waterfront." Claiming that the 2,000 gold price for the house is too expensive will have her voice her agreement with your assessment of the property: "I agree, but someone will be foolish enough to buy it." Declining to purchase the building will have her sadly accept your decision: "That's okay. I'm sure I can find a buyer soon." Agreeing to purchase the shack will lead to her being happily surprised that you would purchase the hovel: "Really? Then you've just become a homeowner. Here is your house key. You'll find it in the Waterfront District. It's not much to look at. You may want to spruce it up a bit with some furnishings. I'd suggest talking to Sergius Verus at Three Brothers Trade Goods in the Market District."

The citizens of the Imperial City can be heard talking about Vinicia's profession: "Have you ever had a complaint about a merchant?", "Did you know you can officially complain about the merchants in town?", and "I understand that Vinicia takes a lot of complaints, but nothing ever comes of them." Other citizens will respond: "If there's a complaint about a merchant, speak to Vinicia Melissaeia." and "Vinivia [sic] Melissaeia takes all the merchant complaints in the city." Due to the nature of her job, some citizens will also discuss how they would not want her job: "Vinicia may have the worst job in Cyrodiil. She takes complaints all day, and nothing ever comes of them.", "She takes all the complaints, but nothing ever seems to happen.", and "She must hate her job, people complaining to her all day."
