Hrordis is a Nord sorceress. Grandmaster Eno Hlaalu will ask you to retrieve the Belt of Sanguine Fleetness from her in a Morag Tong quest. If you are a male character, Ahnassi may reveal to you that Hrordis has the Belt of Sanguine Fleetness and worships Mehrunes Dagon. Though the game states that she is a member of the Dark Brotherhood, she is not listed in the construction set as a member of the faction.
Getting the belt without a bounty for murder is a bit tricky since Hrodis doesn't want to talk to you. There are a few ways to get around that dismissive "Goodbye!" she utters. Being a vampire, stripping naked, or having corprus lets you talk to her. Even if her disposition is 100, she will not willingly give you the belt. One other solution is to target her with a Frenzy Humanoid spell.
(Note: Even this sometimes does not work, sometimes you will end up with a 1000-gold bounty even if you Frenzy her and even if you don't touch her till she runs out of magicka and starts attacking with her dagger: and even if Ladia Flarugrius does not witness anything because you close the door (if she witnesses the fight she will join in.) It is possible that this may be related to the fact that the first thing Hrordis does is summon a monster, usually a Greater Bonewalker, and you may be deemed to have "struck first" if you hit the Bonewalker before you yourself are attacked - although, wanting to avoid strength and endurance drain means you normally want to kill a Bonewalker fast. It makes for a weird situation: attacking a summoned Bonewalker does not itself count for "assault" - but because it's a summoned creature, it counts as assaulting the summoner and thus "starting the fight" for the purposes of whether killing Hrordis is considered "murder" or not: and thus Hrordis becomes the "witness" to her own murder even if nobody else is around, "your crime has been reported", and even though you don't get the 40-gold bounty for Assault, only the 1000-gold bounty for Murder. The solution is to avoid attacking even the summoned Bonewalker until you've actually been damaged by either it or Hrordis: to avoid the stat drain, try running a Spell Absorption or Reflect effect, or just carry a couple of restoration potions for strength and endurance. Alternatively, sneak up on her, backstab her and kill her in one hit, or while under the effect of 100% Chameleon.)
Along with the Belt of Sanguine Fleetness, Hrordis wears an extravagant robe and a pair of exquisite shoes. She carries a glass dagger and up to 100 gold. Aside from her natural resistance to shock, immunity to frost, ability to shield herself, and a natural frost damage spell, Hrordis knows the following spells: Weakness to Corpus Disease, Vivec's Wrath, Shadow Weave, Frost Shield, Frost Bolt, Daedric Bite, Lightning Shield, Summon Skeletal Minion, Slowfall, Dispel, Blood Despair, Absorb Willpower, Absorb Intelligence, Spell Absorption, Vivec's Feast, Weak Spelldrinker, Sotha's Mirror, Reflect, Commanding Touch, Dire Weakness to Shock, Dire Weakness to Poison, Dire Weakness to Magicka, Dire Weakness to Frost, Dire Weakness to Fire, Deadly Poison, Sleep, Summon Greater Bonewalker, Levitate, Great Levitate, and Fire Shield.
