Suspicions

Meya Violet is another prisoner held in the cell block to the northeast of the passage back to Ghast's Pass. She mentions that she has overheard the guards talking about prominent Hammerfell families taking bribes and colluding with Skyrim in the ongoing war. There is a list of families, and she needs you to find it.

Listing Badly

The list lies inside a desk in a room east of the central chamber and north of the cell block. It's a very long list.

Depressing Reading

When Meya sees the list she is disheartened at the number of people prepared to work with the enemy. She says that she is considering moving to High Rock or Morrowind instead, but is grateful enough to give you 2,400XP.
