Jesan Rilian is an Imperial soldier serving in the Kvatch Guard. He is one of the few guards defending the barricade outside Kvatch and will help you rescue the survivors and liberate the city.
Jesan is equipped with chainmail greaves, gauntlets and boots, the standard Kvatch cuirass and a guard helmet. He uses a steel bow with a single arrow and wields a steel longsword when enemies get too close. He also has a small amount of gold. Jesan also has a Fortify Marksman ability.
You will encounter Jesan Rilian for the first time when you arrive at the Kvatch Oblivion Gate during your search for Martin. Jesan will, alongside two other Kvatch Guards, Merandil and recently promoted Captain Savlian Matius, hide behind the barricade near the Gate in a desperate attempt to keep the Daedra away; every time a new set of enemies spawn from the Gate, all three soldiers will run head-first into battle, then return to the barricade when the area is clear. When you approach Jesan at this point, all he will say is: "Just follow Savlian's orders, and everything will be fine." If you talk to Savlian and offer your help, Jesan’s greeting will change slightly: "Talk to Captain Matius if you need something. I'm just following his orders."
After you have closed the Gate, Jesan will run into Kvatch and help clear the path to Chapel of Akatosh, then position himself inside the Chapel, waiting for his orders. As soon as you trigger the Battle for Castle Kvatch quest, Jesan’s greeting will change once again, this time more determined than ever: "Not now. There's work to be done." When you accept to help recapture Castle Kvatch, Jesan will, on Savlian’s command, storm out of the Chapel with his weapon in hand and fight all the Daedra blocking the path to the bridge, then patiently wait until you raise the bridge to the courtyard. He will then escort you all the way to the Castle and even provide backup when you search for Count Ormellius Goldwine. After the quest, Jesan will stay in the Great Hall for the rest of the game.

Bugs
- The following two lines of recorded dialogue do not appear in the game: "I knew Captain Matius would get us through this. He'd be up for a commendation, if anyone were left to issue it." was meant as a greeting related to the second quest but was wrongfully programmed to appear after the quest ended and "I've never seen anything like this. It's horrible, just horrible. I'm just going to keep my head down, and follow my orders." was his description of Kvatch, but this topic can never be chosen.
