Gaspar Stegine in the Arcane University's Praxographical Center

Gaspar Stegine, a Breton sorcerer, is a Wizard of the Mages Guild who sells spells at the Arcane University. He and Borissean are considered by many to be the two most powerful magicians in Cyrodiil.

He lives a quiet and scholarly life at the University. After waking up at 2am, he will wander around the Praxographical center for eight hours. From 10am until midday he will read the common text Manual of Spellcraft. At midday, he will start wandering around aimlessly until 5pm, when he picks up a book from the nearby library and reads it for an hour. At 6pm he will go to bed in the top floor of the center. The only change to this schedule is during the Light the Dragonfires quest, when he and all other Imperial City residents are confined indoors.

He wears the standard mage's robe and hood and carries his book and a meager amount of gold. He doesn't wield any weapons, relying instead on a set of higher level spells from all of the magical schools. These are also the same spells that you can buy cheaply off him, since his Mercantile is a mere 8. He will always offer his services when not sleeping.

The first time you set foot in the center and approach him, he will introduce himself by saying: "Master Spellmaker Gaspar Stegine, at your service. New spells. Old spells. Good spells. Bad spells. They're all fun for me." Gaspar and Borissean's expertise are well-known all over Cyrodiil and in the Skingrad Mages Guild, Vigge the Cautious will tell you that: "Between the two of them, Borissean and Gaspar have mastered nearly every type of spell there is. You'd be wise to go see them if you can." Borissean himself will confirm this: "Gaspar and I have learned a great many spells over the years. Once you've learned them, you can use the knowledge to create your own."

Purchased Spell Notes
  • The magicka cost for most purchasable spells matches the value you would calculate from the Spell Cost equation. In other words, if you were to create the same spell at the Spellmaking Altar, it would have the same magicka cost as the purchasable spell. There are a few exceptions. Spells that are a bad deal, i.e. more expensive than a custom spell, are in red; spells that are a good deal are in green. The magicka cost if you were to create a custom spell at the Spellmaking Altar is shown in parentheses.
  • The magicka cost for spells is dependent upon your skill in the school (as modified by Luck, see Magic Overview). The provided baseline values are the magicka cost when your skill level is 33. For other skill levels the magicka cost can be determined from:
Cost * (1.4 - 0.012 * Skill)
  • More powerful spells cost more to buy, have a higher skill requirement, and consume more Magicka.
  • Level indicates what skill level you must reach (or surpass) in order to use a spell. Skill Level 0-24 = Novice, 25-49 = Apprentice, 50-74 = Journeyman, 75-99 = Expert, 100 = Master.
  • The base cost in gold that you must pay to purchase a spell is always three times the current magicka cost of the spell, taking into account your character's skill level and Luck. (The actual cost you pay is further increased based on how well you haggle with the merchant.) Therefore, if you have any Fortify Skill or Fortify Luck spells/potions handy, you can get significantly better deals when purchasing spells.

Bugs

  • Gaspar's second reading time seems quite short; it is supposed to last until 8pm, but his sleep AI takes precedence and makes sure that he stops at 6pm.
  • His prepotent sleeping AI also ensures that a package called PracticeIllusionSpellsAfternoon, which should last from 8pm until 11pm, is never chosen.
