Description
Randa is an imperial guard born in Cyrodiil and transferred to Morrowind. Unlike many others in Morrowind, her life has been mostly ordinary.
First and foremost, Randa has always been a follower more than anything. She's does not fill the "completely stupid warrior" stereotype, but she's always been gullible and submissive, particularly to those of superior rank in the career she is following at the time. Those careers almost always involving the Imperial Legion in one way or another.
Her capability as a fighter, but with very little thought to her own path, gets taken advantage of on a whim. Now, many officers think better of her and do not take advantage so often, but once in a blue moon.
That's not to say Randa is completely oblivious. What is, is a slow thinker. Many brilliant ideas she has, only come to her after a certain situation passed, where her idea would be useful. She does not think ahead, in other words. Only after she experienced a failure (minor to major), does she think about how she could averted it.
As one can expect, this doesn't exactly make her leader material. She was eventually able to climb all the way up to Knight of the Imperial Legion, but only after many pitfalls, and years. After several claims of corruption, being sent to do seedy tasks, and finally challenging the last leader and defeating him in a duel, (with relative ease, she was happy to scream "Who's stupid, NOW?!" to Varus Vantinius' corpse) was she able to accomplish that feat.
In some wondrous wisdom and foresight, she immediately appointed (and thus, promoted) a few people to help her with general Legion management. This comes in the form of Larrius Varro, who handles important paperwork and other office-like duties. As well as Imsin, who actually handles personal visits. Before Randa sees anyone, they go through Imsin the Dreamer.
Both of them, along with various others, reside her in Balmora Residence (by her request). Her home in Balmora is essentially a Guard Tower, or Barracks. Randa is not paranoid by any means, she simply likes all of her business to be one Recall spell away.
Larrius somewhat sees his new role as a demotion, but he doesn't mind it, as it's not exactly far from what he was doing before anyway.
Randa and Imsin have become very good friends over time.
Personality
One can piece together her personality by reading the rest of this description (Which is the reason why these sections are shorter than the rest), but one could simply describe Randa as an "airhead". Despite NOT being a 'blonde' her personality holds some of those stereotypes. She prefers actions over words, and sometimes those actions are not backed up by cohesive thought.
As already mentioned, she's not a complete idiot. She does, however, have the luxury of living in a world where one's physical strength is still valued, and that's about what she relies on.
Thankfully, due to her friendly demeanor, she inspires followers with loyalty and friendship rather than fear. This means she has stable allies to help her with all the 'smart' stuff required to lead various organizations.
Armor
Randa's unique heavy armor comes as a gift from the Imperial Cult, after her promotion to Knight. It was for her various services as a guard. She joined the Cult as a respect and began a pilgrimage to find out which of the Nine Divines she is suited for the most.
Services
Because her own house has become, essentially, an Imperial Guardhouse. It offers varying serves to not only those of the Legion, but the cult as well.
There is an altar placed outside of her house, but it uses (and blocks) one of the three entryways into Balmora's exit. It does however, offer fatigue potions for weary travelers, as well as blessings of Stendarr.
There is also a forge and anvil, along with three training dummies for legionaries to practice.
