Yet to be tested with other NPCs under other conditions to ensure this is always this way.
So far the closest formula I could think of is:

MaxDisposition = MAX ( MIN [ Speechcraft / 2, 30 ], Speechcraft ^ ?? ) + 54

The maximum function (MAX), returns the highest valued argument. eg: MAX(3, 2+2)=4
The minimum function (MIN), returns the lowest valued argument.
