Thole Falas is a Dunmer mage who was invited to study at the Shad Astula Academy. Initially, he can be encountered at the docks in Mournhold, awaiting to be transported to the school. Upon arrival at Shad Astula, he can be found near the eastern pond along with Drifts-On-Wind.

If approached, he sounds annoyed with Drifts-On-Wind's indecisiveness, "He insists on sending her small illusions. What a coward. He should just go and talk to her!"
