Muramskar is a Khajiit celebrant found in Skywatch just outside the city, on the east side of the gate, one terrace level below the entrance.

When you speak to him, he will say one of several generic lines of dialogue:

• "This one does not care what his sister says. Tonight: this one and a bottle of Two-Moon Cordial. It's a date."
• "You will excuse this one. Still sore from unloading the carts."
• "You have tried the Goat Nibbles? This one thinks they're baaaad."
• "The blades forged in the crafting tents of Skywatch may be the finest this one has ever seen."
