Beek-Nei is an Argonian citizen of Stormhold who can be found near the Silyarnon ruin. She is sitting at the roots of a Hist tree which grows in the center of the trading plaza.

If you talk to her, she will tell you, "There's a temple to Sanguine out in the swamps. You'd have to be strange in the head to go there on purpose".
