Trying to open the gates can be confusing because they work as toggles, but you can't see the state of them (on or off).

On either side of the walkway, as you face the four gates (marked '''H''', '''I''', '''J''' and '''K''' on the map), you will find four toggle switches. The switches are in pairs, one of each pair on a tall pedestal and one on a short pedestal:
