I arrived in Skywatch to find a festival in honor of the High Kinlady Estre in full swing.

Quick Walkthrough

Talk to Razum-dar at Skywatch Manor.
Find the Veiled Heritance recruiter in the Barbed Hook Tavern.
Bring a guard's sword to the recruiter.
Accept the recruiter's drink.

Detailed Walkthrough

Captain Tendil says you should speak to Razum-dar at Skywatch Manor. The manse is to the east, and it is has the bank icon.

Inside the manor, you overhear High Kinlady Estre and Queen Ayrenn discussing the Veiled Heritance:

Estre: "...can assure you, if the Veiled Heritance is in in Skywatch, they will be found."

Ayrenn: "I believe you, Estre. But the Royal Guard will aid in the search. This is non-negotiable."

Estre: "Very well. If you will excuse me, Your Majesty, I have much to do."

After Estre leaves, a noble standing to the right calls you over. He asks you to follow him behind the stairs, and reveals himself as Razum-dar. He informs you that the queen plans to elevate Estre within the Thalmor during the Festival. However, Razum-dar thinks the Veiled Heritance is planning an attack, and he needs you to find out what it is.

Infiltrate the Veiled Heritance

You need to go to the Barbed Hook Tavern. Razum-dar gives you the code phrase: "the wine is made with Alik'r grapes." He also gives you an earring that will disguise your appearance.

The tavern is south of Skywatch Manor. Once inside you need to figure out who is the Veiled Heritance recruiter.

Caledeen, the innkeeper, suggests you talk to Palomir. Palomir is leaning against the stairs.

Palomir tells you to prove your dedication to the cause by killing one of the guard and bringing him the blade. However, you can bribe the guards for a sword or persuade them to give it to you, if you have the persuasion perk.

There is another way: Razum-dar at Skywatch Manor will also provide you with a blade, free of charge.

Palomir is impressed and gives you a drink.

A Cut Above

You awaken on the Veiled Isle, an island east of Skywatch. It is home to the Veiled Heritance training ground, and Palomir brought you here to make you an officer. He makes you commit your soul to the Veiled Heritance, your first test.
